Heather M. Grizzle-Odland is Co-Founder of Novara Consulting Group, creator of the SLAT™ Framework, and a Ph.D. candidate in Public Policy. As a DeafBlind accessibility governance strategist, researcher, and policy scholar, she specializes in sign language artificial intelligence, public procurement, institutional accountability, and the governance of emerging accessibility technologies.
Her work examines whether technology systems are supported by credible evidence, meaningful community governance, and demonstrated real-world usability. She helps public agencies, organizations, and technology stakeholders move beyond technical compliance and vendor claims toward procurement and deployment decisions grounded in evidence, transparency, and the lived experiences of Deaf and DeafBlind people.
Heather holds a Master of Arts in Human Resource Management from Saint Mary’s University of Minnesota and a Bachelor of Science in Government from Gallaudet University.
